I've been reading up on how outdated system servicing and usage gulps large chunks of money/productivity. it's more than I actually thought at first. One thing about upgrading legacy systems is the resistance to change of users. It's always a difficult period sorting it out. I really hope DOGE can approach this in a civil way and not complicate the situation by going in gunsblazing. More diplomacy is needed in that area. https://www.gao.gov/blog/outdated-and-old-it-systems-slow-government-and-put-taxpayers-risk

In previous governments, the focus has been on creating jobs rather than controlling the budget, and there should not be drastic changes in this regard now, unless there is an alternative employment solution for the large number of people who will become unemployed.

I think it's not when about the people now, if the system is upgraded it'll increase the productivity of the system creating need for more tasks where the people can fill in, the danger of redundancy system is it creates redundant set of personnel. You won't be surprised that many folks in this system rarely go to office
