Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I want to help the poor with your donation.  We have a shelter here where I have seen many poor people who do not get a proper meal.  I would like to feed them at least one meal with your reward.
