Look at what @alec.eth is doing over at /jobs for some inspiration.
Its worth trying to showcase other freelances to highlight strategies and common issue. Maybe do an AMA?
Another suggestion is to incorporate @bountycaster, which can potentially help freelancers find gigs.

We can revive it. What I see common among other channel is tipping.

The channel name `proofofwork` for a freelancing channel is maybe funny but also misleading :) When I write a message and look for a freelance channel /freelance pops up and not this here
