as you have pointed out earlier that proxies could be blacklisted or blocked if the server is not in the mood for cooperation 

but idk it may work in practice for some use cases. lets see

for collusion resistance, I think, they will have similar problem as you have in opacity with notaries? idk if they are using AVS, or any other cryptoeconomic mechanism
