At least for the burn address, it’s possible that there just isn’t any keccak256 hash that ends in only zeroes, in which case there is no private key to be found

Extremely unlikely, there's plenty of collision space for the opportunity. What's more important in this scope is that there is no known quantum attack for finding the pre image of sha3 any more efficiently than classical computers (correct me if I’m wrong!)
