Have a look at the Ethereum Foundation’s annual report if you can. It’s beautifully written, gorgeously illustrated, and the humble and thoughtful principles it defends (long-term thinking, subtraction, and stewardship of values) make me proud of supporting this project and remind me of why I aligned with it in the first place. Our myopic brains get easily hung up on technical or price considerations at the expense of the broader and long-term vision. Are you referring to the EF selling ETH to pay people in USD? If so, the EF does pay in crypto when possible, but has to convert to fiat in other cases (vendors, etc). Vitalik has previously tweeted about this IIRC. Otherwise, 81% of the EF’s treasury is denominated in crypto (almost all of which is ETH). As I understand, the remainder is a hedge for the EF to maintain its ability to operate during deep bears.
