My understanding is that this is for the worst-case scenario of a magnet quench — essentially an emergency shutdown where the helium can’t be slowly pumped out at still-cryogenic temperatures into a temporary holding tank, and must be vented to the atmosphere. Such emergencies should not happen, or happen very rarely. A normal shutdown (e.g., for maintenance) should be about half that price.
