Closed in what sense? IdOS or Radix? Both are permissionless

I don't know much about the ecosystems, so please feel free to educate me. Generally when I see repeated references to whatever ecosystem is being used, it makes me think that these things work *only* in that ecosystem, which is a form of closedness. Also is idOS permissionless yet? This is what I read: "A dStorage Network of Nodes secures the idOS. At first, run by building partners, then permissionless" - https://idos.network/ Same question for Radix dapp creation, and Radix wallet clients. This is what I read: "While it is technically possible for anyone to build a fully dApp-capable wallet for Radix, such developments are not actively encouraged or supported, instead prioritizing the aggressive ongoing development of the integrated Radix Wallet experience."
