Airdrop offers from different projects are often a way of getting new users to their product / community (typically not retro)

We enable projects to factor in historical airdrop activity so they can *optionally* use to better target e.g. a user immediately selling all or most prior airdrops are less likely new users

I think it's a good ideea but it needs to be well analysed. 

Tokens used in the ecosystem / in the tokens app should not be counted towards insta selling.
