Is it possible for something like this to be a network of volunteer hosts like Farcaster hubs so we can have some redundancy in the community chats? I think what the ETH community likes about having their R&D server on Discord is reliability and uptime.

Hear you on reliability / uptime. Comm keyservers are basically just a webserver + database + load balancer + Redis cache, all of which can be implemented in the cloud with replication for the simple stuff (eg. webserver) and managed services for the complicated stuff (eg. AWS RDS for the DB)

We plan to make this sort of reliable/scalable cloud setup available via Terraform and (maybe) AWS Marketplace. It’s a bad fit for a privacy-focused project, but a good fit for a large community that just wants sovereignty over the data

Ultimately this isn’t the same as a network of volunteer-hosted nodes… that would ideally get you the best of both worlds, privacy and scale. But it’s harder to build for… we can’t just rely on a SQL database as a black box.
