Walked into the gym today and there was a guy standing inches away from the mirror just staring at himself.

We got to our bench, he walks over to the bench next to us, sits down, faces us and starts staring at us.

1. Does this happen often?
2. What & when are you supposed to do something?

First of All we don't have this kind of gym in my country 
We are separated boy and girl gyms
After that if somebody (g or b) get in your privacy without permission 
That's not acceptable
