Is there a single city in North America or Europe that not just preserves, but actively replaces asphalt roads with cobblestone ones?

A big thing I've seen against it is ADA compliance in the US. I felt like (and now proven from this PDF) they are trying a bunch of stuff in DUMBO to make American pavers work and still be accessible
