I would like to see an automatically updated starter pack consisting of the Top 100 casters included in the most starter packs at any given time.

Separately, I would like to see a leaderboard that ranks the top starter packs by their number of follow alls.

Yours is actually a separate idea from either of the above I think, starter pack for top 100 wc rewards winners would be curated by the wc rewards algo whereas top 100 casters included in most starter packets is curated by collective of all people creating starter packs, both interesting

I wonder how aligned both lists would be?

my rough guess would be maybe 50% overlap, I would guess wc rewards places heavier weight on cast frequency whereas number of times included in starter packs places heavier weight on following, cast quality, and maybe number of communities engaged with
