can a snap exist by itself in metamask? Meaning, it is not invoked by a dapps, but is just a custom UI to do something directly on MM?

Short answer no but a snap can call another snap At the moment, there must be a front end to call the JSON RPC, which must be either a dApp or another snap. That said, we will have an update for Flask, hopefully in February, to support that use case
