can a snap exist by itself in metamask? Meaning, it is not invoked by a dapps, but is just a custom UI to do something directly on MM?

Short answer no but a snap can call another snap

At the moment, there must be a front end to call the JSON RPC, which must be either a dApp or another snap. That said, we will have an update for Flask, hopefully in February, to support that use case

Well, technically. Signature insight and transaction insights are not invoked by dapps but by a transaction or signature request. The installation of the snap itself however is dapp triggered, be it the directory or a companion dapp the snap developer might have built.
