ofc, the security council is part of decentralizing OP by turning the admin keys over to a group of individuals responsible for executing protocol upgrades. we had to do 3 rehearsals of different functions that the SC is likely to do for real. now (phase 0) the SC is added to a 2/2 multisig with the Foundation
