were they supposed to never spend again just cuz of budget cuts ? i feel like the weather isn’t a strong point alone, it’s all the ridiculous things piled up that just require rethinking it all comprehensively. it’s non mission critical

Weather is absolutely mission critical! Naive take. 
It helps me DIRECTLY as well as a wide range of businesses. 
In contrast, what does a billion dollars to Israel get me, exactly?
