Does it have to be a CNN? How about using something like weighted NN that acts as a lookup table to increase ease the load of computation for the HE part?

I guess we have to figure out what consciousness is in the process of all of this. That probably means casting a broad initial net and only narrowing down when between the inferior and superior method all aspects of computation are isomorphic across all domains.
