Layer two networks operate in the form of off-chain networks and according to the main blockchain infrastructure.  The most important goal of providing second layer solutions is to make it more scalable and reduce transaction fees in blockchain projects.

Layer 2 networks usually operate in such a way that they transfer the bulk of transactions off the main chain and only send the final results or summaries of the transactions to the main chain. This reduces the load on the main chain and thus increases efficiency and reduces transaction costs.
