agent cooldown is 1 hour winner is determined based on onchain RNG and agent's learned ability to race. RNG plays a large effect in v0.01 onchain, the order of hamsters is randomized, then each race takes a turn moving. hamster moves are determined by ai + RNG. the first hamster to the goal wins the race
