Even in summer, on a plateau, when the wind is strong, it becomes so cold that you can't enjoy the scenery. That's why there's no one around. It's a free space where you won't be disturbed by anyone, but it's unfortunate that you can't spend time there comfortably.

If you're keen on spending more time there, you might consider bringing some extra layers, a windproof jacket, or even a compact blanket. Sometimes, being prepared for the elements can turn an uncomfortable situation into a memorable experience.
