Why does Electric Capital not recognize L2s as part of Ethereum? I searched the 218 page report and there are no mentions of "layer 2s".

Is there a point of maturation where Electric Capital recognizes layer 2s existence as part of the layer 1 Ethereum?

If you look at all of Ethereum there's 12,501 new devs in 2024 compared to Solana 7,625.

This includes @base , /polygon, @starknet, @arbitrum, @optimism, @zksync, @aztecnetwork, and Polygon zkEVM. I didn't include @celo yet because I'm not sure on the status of the layer 2 migration.
