It's a vicious cycle. 
I don't usually recommend Adobe products, but I found Adobe Bridge allowed for me to make the biggest dent in folder clutter. 
Maybe they've changed this, but as of a few years ago it was still free and void of any subscription commitment.

I start, then I get bored, and I never follow the process again
