here is example of user scheduling casts* for every 10 minutes as part of /perl game to win most recasts = low signal, high noise

what are ways to discourage this? or flag it? or design against it?

as well as a change at the system level. small team, so limited time for patching every loop hole, but considering different ways at the moment.
