How if at all do we fix homelessness?

In Salt Lake City the state just gave people homes. Not sure about the exact details. Also apparently the people you see on the street are often just the tip of the iceberg. There are even more people who have places to stay but are technically homeless, as in they don't have a permanent residence. This makes everything challenging because there are many things that require you have an official residence.

it is getting worse i feel in my part of dc. wen i go into mcdonalds it's a ton of homeless people and smells like piss. same at starbucks. half of them are crack addicts, adn they have a home they stay in at night, but it forces them out during the day... so they just sit outside, buy crack, go to mcdonalds and sleep. i don't know what the solution is, but i know the homeless people themselves are not going to figure it out.
