bankr is the formal requestor. So bankr should (in theory) get the fees.

Just saying what the clanker site says. Maybe @deployer made it so that the person asking Bankr can claim the fees (I don't code so I can't verify that) . But the official requestor (as far as tokenbot is concerned) should be Bankr.
