in 3rd world countries, lot of this happens with USDT over tron using binance. receiver then cashes out OTC locally.

Yes Tron is king in stable coin <> physical cash. The markets are unbelievably tight with high liquidity. But they are effectively laundering a lot of unaccounted wealth which is a red flag.
