You can eliminate tax for those earning less than 75K or 100K. They would still pay attention consumption tax on everything except groceries. 
There are many better ways than the current system.

On the other hand, large capitalists will benefit the most from these tax rate reductions. In the long term, due to insufficient resources to cover government expenses, U.S. debt will increase, which is neither good for the general public nor the government.
