If an EIP is impossible due to unstable API, then an other approach will be to have a common repository that will somehow aggregate the APIs to a stable API.

It's not hard. MaskBook (https://github.com/DimensionDev/Maskbook) did something not too dissimilar years ago. Except it wasn't a standard, it was more of a closed ecosystem for themselves and nobody wanted to download their extension as well...
