what automod setting could there possibly be for stuff like this

If it doesn’t exist an @automod cast action that lets you ban a user from the channel would do the trick 

And ban = put this FID on an automod list so their casts aren’t liked in the channel

You can ban users from appearing in Main. Recent is untouchable.

So, you would do something like:
- automatically filter out non powerbadges / degen token holders, whatever.
- ban from main as needed

You can apply it via cast action and grant community members to use it as well.
