I’ve been wondering about this! But the music artist should have some ability to tag whether the music is available for splits 

Otherwise, even if permissionless, would still be copyright infringement

And it's possible to do it even without knowing their address or if they aren't onchain with patchwallet I discovered today, only their twitter
