gating access based on % of reservations attended by the original reserver could work.

positive attestations by waiter might be hard to streamline. they also might view it as add’l unpaid work.

we've got an app in brazil that does something like that. 
it gives you one chance and if you don't show up or bad experience, no more reservations allowed. forgot how it's called
