Any advice with what to do with this guy? Probably needed a bigger pot a long time ago??

Succulents should be repotted every two years or so to renew nutrients. If it's indeed Echeveria Nodulosa, it requires a well-draining, aerated, and loose soil, it can't tolerate stagnant water, and your pot doesn't seem suitable.

Cut the top off and repot the top into a new pot. And let the old one grow but water it a little more often π maybe every 2 weeks or so

Probably not a bad plan but I would suggest more consistent watering, a bit of a feed and make sure water can drain away from the roots after watering as the first port of callπ€
