2. Choose Github admin handle that will decide which issue wins the bounty
3. Pay out bounty on merge

Yes, good idea. We will start with one provider at first (instagram proof-of-follow), but this is also good. Maybe we should start a github repo with ideas for zkTLS webproof providers @comma ?
