I think 3.2c is not cheap enough. I don't mean this as an insult. Just looking at the risk/reward ratio. 4-5c is doable on larger scale in the US/Canada and usually they hook you up for free (no connection and transformer one time fee). Of course, labor is cheaper in Kazakhstan, but mining is not labor intensive. I advise you to start farm where you rent out Hashrate to smaller miners. In that way you can partially overcome the issues with the location.
