Why it says "This hub is not available via RPC" but my RPC is actually open? No latency test and FID as well.

Because I forgot to push changes to main haha, it should say “not available via http”. Open up port 2281 and it will pick it up

Thanks for the clarification! 2281 is open and public as well. Maybe it just needs some time to refresh.
