Looks like one of the recent auctions kicked the proposal threshold up to 3. This cut the amount of potential direct proposers down by exactly 50% from 104 to 52. Seems pretty reasonable to me, and it might actually help boost auction participation a little.

does voting power count towards the threshold when submitting a candidate, so that if you have 2 voting power, you only need 1 sponsor?
