I would like a way to know if my fan token holders are casting so I can quote like and comment their cast so they can earn moxie, if that's possible, like notifications specific to fan token holders whenever they are active..

Yeah so first you'll need fetch all the holders https://developer.moxie.xyz/use-cases/fan-tokens/get-holders-of-certain-fan-token

Then with the list of the holders, you can use third-party provider, e.g. Airstack, to provide the addresses as an input to this query which you can run in cron within certain periods, like every 5 or 10 mins to check if any latest cast from the holders:
