13 Filipino surrogates back in PH after pardon in Cambodia MANILA – The Department of Foreign Affairs (DFA) announced on Sunday that the 13 Filipino women convicted in Cambodia for illegal surrogacy have been repatriated following a royal pardon from Cambodian King Norodom Sihamoni. The pardon, granted on Dec. 26, was secured following a request from the Philippine Embassy and the endorsement of the Cambodian government. “Upon the request of the Philippine Embassy and with the endorsement of the Royal Government of Cambodia, the Royal Decree pardoning all 13 Filipinos paved the way for their release and immediate repatriation,” the DFA said in a statement.

Shear line, ITCZ, ‘amihan’ to bring rains over parts of PH MANILA – The shear line, the northeast monsoon or “amihan” and the intertropical convergence zone (ITCZ) will continue to affect large portions of the country, the weather bureau said Saturday. In its 4 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the shear line will bring cloudy skies with scattered rains and isolated thunderstorms over Mainland Cagayan, Apayao, Isabela, Aurora, and Quezon. Meanwhile, the northeast monsoon will bring cloudy skies with rains over Batanes and the Babuyan Islands. The “amihan” will likewise bring partly cloudy to cloudy skies with isolated light rains over the Ilocos Region and the rest of Cagayan Valley and Cordillera Administrative Region. On the other hand, cloudy skies with scattered rains and thunderstorms will prevail over the Visayas, Caraga, Davao Region, Zamboanga Peninsula, Bicol Region, and Mimaropa due to the ITCZ.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in a briefing past 11 am on Monday that Julian may intensify into a super typhoon on Monday afternoon or evening. Under PAGASA’s classification, a super typhoon has maximum sustained winds of 185 km/h or above.

“Julian will continue to intensify throughout the forecast period and reach typhoon category this evening. There is high chance of rapid intensification and the possibility of reaching super typhoon category is not ruled out,” it warned.
