I refused to give money to a woman trying to get home and I'm haunted

This was about 8-9 years ago in New York when i was 19-20 years old. It was 8pm at night and Me and some friends were on our way back to the hotel. We were in grand central station when a woman approached us asking for money for her train ride home. I forget but for whatever reason she didn't have her wallet. My friends didn't want to help her. I asked how much her fare was and she said 17-18 dollars which was more than i was comfortable lending to a stranger at the time. She offered to venmo the money when she got home but I refused. She started to cry and walk away. I asked if the station attendant could help but she said she already tried and they refused.

Back then I didn't think I did anything wrong but now I beat myself up not helping her. What was risking losing 18 dollars if it could relive so much stress and panic from her? I'm sorry lady, I really hope you got home safe.
