You can do all this with /automod. Here's a walkthrough.

This should be your moderator: a good bot programmed to protect your channel. It can take orders from many human cohosts, cast actions, algorithmic rankings, automated rules and more.

If your moderator is a single human trying to read all the posts and click on the good ones, your channel will be destroyed by Skynet.
