i doubt it used 128gb of ram with only safari open

this only happens to me when i use up all my ram

no plugins installed, bare safari on a brand new macos

Never had this happen in all my years using Safari. Could it be plugins?

it's even weirder because it's on a brand new system unadulturated with dev software

safari has always worked like a dream for me, this seems odd.
