The power user badge is far more achievable for new users than the active badge since it weights engagement from other power users. The biggest mistake new accounts make is only top-level casting. Start by replying. Integrate into the community by joining conversations.

I would add to this, that comments is anyway one of the main ways I find new accounts to follow. (Much like in physical space.)
