I'm not sure if you are interested to go to such lengths, but Moonbirds have outsourced the libraries and the tools they used to store the BMP version of the birds on-chain (they call it in-chain). Looks like the best approach to store bitmaps (that are a bit larger than 8x8 or 16x16). https://github.com/proofxyz/solidify/tree/main/examples/moonbirds
