US-based companies like Warpcast are not allowed to offer services to certain regions if they are financial in nature. Other wallets in different regions may be able to.

"Lebanon" isn't explicitly listed as one of the countries under broad financial sanctions, maybe specific organizations or individuals but not the country so why preventing us?
