Have you tried saving them in files and uploading from there?

Hm, you’re right. I think I’ve managed to do this somehow in the past. 
I also spotted that you have three settings for upload file formats under options in photos. It’s set to automatic, but setting it recent seems to not change the file format. Have you seen/tried that?

I can’t figure out how to upload from files, when I hit the image button below it’s only Photos app that opens
