uuuuuh, hm. iirc you need to /own/ the building or unit's NFT before you can edit their interiors. As of two years ago you could buy properties via OpenSea, but I don't know if that still works correctly. Aether launched BEFORE NFT standards were codified (like CryptoKitties) and there are occasional problems with common-day NFT markets. To answer your question: no permission, but you do need to own the property first.
