but doesn't delegation just reduce ETH to EOS?

Am I reading right that current solo stakers would become lightly incentivized “small stakers”? Assuming they like money, that’d be the end of solo staking … it’d be better to delegate and then run delegated small staker now and then. Am I missing something?
