In a free economy the government has one simple but hard job: make (value captured / value created) stay between 0 and 1 everywhere. When it's below 0 you have unrewarded (or unpunished) externalities. When above 1 you have scammers or rent seekers. Many such cases!

And ideally far enough from zero for the important things. Lots of places (what we call "public goods") where that ratio is like 0.0001, and the world would be much better if it could be 0.01 instead.
