- 100% tariff for stage 1
- 0 tariff for stage 2.

And this should also be expanded with use/usage of $ETH in l2 economies.

I think it would make sense if there existed a suggested framework for moving/progressing from stage 0 towards stage 2. 

I guess not every protocol will make the full journey. But help should be provided.
